ST. PAUL, Minn. – A 35-year veteran with the Army Corps of Engineers, Steve Tapp of Lewiston, has been nominated for the Corps’ national Outstanding Civilian of the Year Award. Tapp is co-chair of the River Resource Forum. He also is a member of the Mississippi Valley Division Regional Draft Dredging Team.
