WINONA, Minn. – A Winona man, Douglas Stephen Irwin, 32, was driving without taillights, this at 11:35 p.m. Then deputies realized his car wasn’t registered right. Then they checked his blood-alcohol level. The breath-in-the tube device registered 0.12% — 1-1/2 times the legal threshold for impairment. Deputies took him to jail. The arrest was at Riverview Drive and Prairie Island Road.
