BISMARCK, N.D. — The chief lobbyist for the North Dakota oil industry, Ron Ness, hopes the Dakota Access Pipeline can keep moving oil while new court-ordered environmental studies are conducted. Some 570,000 barrels a day have been moving through the pipeline since June 2017. That’s 40% percent of North Dakota’s Bakken Field production. Ness called the pipeline critical to the U.S. and state economy.
