WINONA, Minn. – A Winona man, Fredrick Michael Kaehler, 38, was arrested on the West End after police received a report that a family member had been threatened with death. Kaehler was alleged to have made a slicing motion across his neck. Police recommended to the county attorney that Kaehler be charged for terroristic threats and instilling fear in a domestic assault. The arrest was about 1 p.m.
