ST. PAUL, Minn. – State Senator Jeremy  Miller, R-Winona, expressed disappointment of the loss of  his proposal to exempt Social Security benefits from state taxes. His motion was voted down in wrangling with Senate Democrats, who, Miller noted, succeeded wigh a tax increase on wealthy Minnesotans. Miller said he will continue to work to phase out state taxes on Social Security benefits.
