ST. PAUL, Minn. – The governing board for Minnesota State colleges, including Winona State and Southeast Tech, froze tuition for fall semester. Chancellor Devinder Malhotra said the freeze recognizes students are struggling during the pandemic. The freeze leaves a $28 million gap in the system’s $2.1 bullion budget. Internal budget reallocate money to help cover the budget gap, Malhotra said. Earlier the trustees approved a 3% tuition hike, but that increase now will come spring semester. Meanwhile, the system anticipates an 8% enrollment decline, resulting in a $49 million loss in tuition revenue.
