WINONA, Minn. — Most Winona School District property owners will pay less school taxes for next year, according to Kristy Millering, the district’s finance director. In most cases, taxes are down even if the assessed property value increased., Millering said. How so?  The overall school district levy, which is set in part by a state formula, decreased from a little more than $13 million last year to a little less than $12 million this year, she said.
