WINONA. Minn. — Three Winona school programs with substandard performance scores will receive new state funding to improve. The schools:

> Learning Center.  Because its four-year graduation rate was less than 67%.

> High School. As a feeder school to the Learning Center.

> Jefferson Elementary.  Because special-ed students tested below state expectations.

The state’s North Star Accountability System looks at standardized test scores, graduation rates, and attendance and enrollment data. Superintendent Annette Freiheit said she hopes to learn soon the level of new support from the state Education Department.
