MADISON, Wis. – The state Public Instruction Department issued an 87-page report on how the state’s schools might reopen this fall — if at all. Recommendations include 10 students to a class max and perhaps being open as few as two days a week. The bulk of instruction might instead be online only, the report said. The report said it was not a mandate but a framework for planning.
