Embezzler offers deal for $3.7 million Lewiston theft

WABASHA, Minn. – A bookkeeper whose $3.7 million embezzlement helped put National Chemical of Lewiston into bankruptcy pleaded guilty. The plea from Sharon Schmalzriedt, 61, of Wabasha, was part of plea deal that requires her to return the money. There would be no prison time, just five years of probation. Also: A separate charge of stealing $17,000 from a vulnerable adult would be dismissed. The deal still needs approval from Judge Christopher Neisen. Schmalzriedt earlier explained that she had sent the money to an online lover she had never met and that the transfers were in hard-to-trace ways. The man had called himself Eric Lockwood and promised to repay. It was a scam.

Pickup hits tree; Hayfield driver injured

ROCHESTER, Minn. – A Hayfield man was injured when his pickup truck went inot a ditch and stuck a tree northeast of Rochester on U.S. Highway 63. Ryan Blaine Severson, 43, was taken to a hospital with sustainable injuries. This was about 9:35 a.m. on West River Road.

Historical Society starts $2.3 million fund drive

WINONA, Minn. – Winona County historians are looking for $2.3 million to upgrade heating and air conditioning systems and exhibits at their downtown museum. A launch party Friday will kick off the fund drive, said Carrie Johnson, executive director. The need for better humidity and temperature controls for the musm’s collections and exhibits was realized a year ago, Johnson said. The museum is in an armory buiit in 1915, when artillery was horse-drawn. The society used grant money to study the structure’s environmental needs. The new fund-raising kick-off will be 7 to 10 p.m., Friday, at the museum at 102 Johnson Street. It’s free with music, drinks, food and floor prizes.

Surrender ends Lewiston police stand-off

LEWISTON, Minn.– A 3-1/2 hour stand-off with police ended at a house with a Lewiston man surrendering without resistance. Lance Rashawn Gore, 38, came out hands up. With him were two juveniles, ages 14 and 13, who had been inside with him. There were no injuries. The incident ended at 1:10 a.m. There had been a disturbance in the townhouse, at 64 Benson Drive, with two shots fired before police arrived.

Lewiston police had responded to a 911 call at the address about 5 p.m. By the time Winona County deputies arrived, the matter seemed resolved. Four hours later, neighbors called 911 that they had just heard two gunshots from the house. Police returned. No one answered the door ,but officers were aware of commotion inside. Police called for an armored vehicle and mobilized 20 officers, including a multi-agency emergency response team. With no one answering phones inside the house, negotiations began with loudspeakers on the armored vehicle. Nearby residents on the leagy residential street were evacuated.

Eventually a police negotiator established sporadic communication with Gore. Through windows they could see Gore and the juveniles moving around inside the two-story house. Gore was carrying a long gun, police said. After the surrender and arrest, officers went into the house and located the long gun. About guns being fired, officers found two bullet holes – one in a ceiling, the other in a tree. The bullet in the tree apparently having been fired through an open window, although the window was closed by the time officers arrived. Offcers cleared the scene about 6 a.m.

Med-evac copter in quick landing after bird strike

PLAINVIEW, Minn. – A Mayo Clinic helicopter made an emergency landing at the Plainview High School football field en route to the main emergency room in Rochester. The patient and four crew members were unhurt. The helicopter had flown into a large bird, which cracked the windshield. This was 20 miles short of the rooftop helipad at the Rochester hospital. The patient was transferred from the helicopter to a land ambulance for the rest of the way. The incident was Friday evening, but Mayo kept a lid on the event until late Monday. Even then, there was Mayo spin: Mayo’s acknowledgement called  the incident a “precautionary landing,” rather than emergency landing. The Mayo One helicopter based in Rochester has a usual service range that includes Wabasha and Winona counties. It is used mostly for traumatic accidents and hospital-to-hospital transfers. Mayo didn’t explain how it would rejigger its fleet of three med-evac helicopters — stationed in Mankato, Eau Claire and Rochester — to provide comprehensive regional med-evac service until a news windshield can be delivered to Plainview.

Although helicopter bird strikes are not uncommon, they can be serious with large birds. The Minnesota State Patrol has logged two significant impacts over the past five years — one with a duck, another with a larger bird.

Deputies witness family assault, make arrest

WINONA, Minn. – Deputies arrested a rural man after a dispute in which a family member was pushed to the floor. The pushing occurred while deputies were trying to sort through what happened. Matthew James Anderson, 36, was arrested for domestic assault. The victim, an adult male, was not hurt seriously. The issue was about taking Anderson to the hospital regarding ongoing issues about a brain injury. The incident was about 7:40 p.m. at 33000 Hunters Lane, beyond Sunny Ridge south of Homer.

House clarifies, broadens voting access

ST. PAUL, Minn. – Despite strenuous Republican objections, the Minnesota House voted 69-62 for a bill designed to expand election access for voters. The wide-ranging bill broadens ballot box access, especially for younger voters. It also improves voting access for voters of color and bans prison gerrymandering. In robust debate House Republicans attempted 10 times to weaken the bill with amendments but failed. The bill next goes to the State Senate. The bill’s chief sponsor, Emma Greenman, D-Minneapolis, said that passage would prohibit voting standards that limit any citizen’s right to vote based on race, color or language. These, Greenman said, include insufficient polling places, redistricting that packs persons of color to weaken their voting strength, and lack of language assistance for voters whose first language is not English. Also, the bill expedites settlement of access issues on the spot without going to court. “This will be the first time we put into Minnesota law prohibitions against discriminating based on race in voting,” Greenman said. Other provisions:

> Inmate counts. Prisoners would be counted as residents of their home communities, not the location of their correctional facility.

> Campus voting. Counties with college populations would be required to create additional pollig places to accommodate college students.

> Deep fake tactics The bill also strengthens penalties for using deepfake technology to influence elections.

Disgruntled ex-Burger King throws punch

WINONA, Minn. – An afternoon team leader at the Winona Burger King was punched in the face by an employee she had fired six weeks earlier. The team leader suffered a cut lip. This was about 4 p.m. Police began a search for the assailant, who had fled. Police were told the former employee, a 41-year-old woman, had been fired — also for a physical attack on the team leader. This time, police were told, the former employee charged behind the counter and flung a stack of cardboard cupholders at the team leader and then punched her. The team leader, age 32, told police she didn’t want medical treatment.

Online threat: “I’ll drive over and attack you”

WINONA, Minn. –  A Winona woman reported being threatened online by a man who threatened to drive to Winona and assault her and her family. The call, police said, was believed to have originated in Rochester. The woman, who lives on the 450 block of Center Street, said threat followed an online argument. The woman said she had been communicating with the man for several weeks. She called police about the threat about 10:35 a.m.

Arches landlord: Somebody stole the appliances

LEWISTON, Minn. – A landlord at a house in the Arches, known as the “drug den,” reported that a tenant moved out and that appliances were all missing. The landowner discovered the loss about 10:35 p.m. Neighbors had seen the appliances being moved out a week earlier. There was no forced entry, deputies said. The address: 23121 Highway 14.  An investigator was assigned to find the latest tenant.

I-90 rollover injures three people

ST. CHARLES, Minn. – Three passengers in an automobile roll-over were injured, albeit not seriously, and taken to a Rochester hospital. The accident was on Interstate 90 between the St. Charles and Lewiston exits about 2:20 p.m. The vehicle, a 2009 Dodge Nitro, was heading west toward Rochester when it left rain-slick pavement. Taken 31 miles to the hospital:

Filling Chippewa Valley’s healthcare gap

EAU CLAIRE, Wis. – Among healthcare givers filling he void created by the business collapse of the HSHS hospitals and Prevea clinics is the University of Wisconsin-Eau Claire speech and audiology clinic. Abby Hemmerich, department chair, said services are being regeared for broader community clientele. The services, which are free, are staffed by undergrad and grad students who are supervised by licensed speech pathologists, Hemmerich said.

Solar eclipse. Starts Tuesday at 12:47 p.m. when the Moon’s disk moves in front of the edge of the Sun.  Ends at 3:17. Maximum eclipse at 2:04 p.m.  when the Sun to be eclipsed 80% by the Moon.

Prof has telescopes equipped with solar filters

WINONA, Minn. – Cloud cover or not, geoscience professor Jennifer Anderson at Winona State University plans a solar eclipse party. Anderson has set up two observing stations – one at the quadrangle gazebo, the other nearby outside the Stark sciences building. It’s free. At 12:30 p.m. For the public, Anderson has telescopes set up with solar filters. Solar eclipse glasses will be available at the gazebo, but Anderson is not sure she will have enough. It depends on the turnout. She recommends bringing your viewing device, which you can make in-site e with two pieces of cardstock and a thumb tack. How to details. Important, she says: Don’t look directly at the eclipse without eye protection. Anderson said forecasts are for clouds, perhaps rain. Whatever, she said, the party will go on, albeit inside Stark Hall atrium.

Safe viewing

To watch the eclipse safely, make a pinhole projector with two pieces of 3×5 cardstock. Poke a tiny hole in one card with a thumb tack. Hold the card with the pinhole at chest level and the blank card six inches below it — so sunlight passes through the pinhole and lands on the lower card. Your eyes will be be ever grateful.

Driver arrested with blood-alcohol at 0.22%

DAKOTA, Minn. – A Dakota driver was stopped for speeding and hen arrested for signs of significant impairment. Patrick Owen Coughlin, 48, was charged with drunken driving Police said the alcohol level in Coughlin’s blood was 0.22%, exceeding the allowable max almost three times. The arrest was about 1:55 a.m. at County Road 12 near Riverview Drive.

Driver’s pupils dilated: “Just gummies”

WINONA, Minn. – Police asked the driver in a traffic stop about the marijuana odor wafting from his car. Too, the officer said, the man’s pupils were dilated. Kjell Dean Nelson, 18, of Lakeville. conceded he had been enjoying marijuana-infused gummies, the officer said. Such gummies now are legal in Minnesota. At the jailhouse officers took a urine sample from Nelson. Whether Nelson will be charged depends on what the state crime lab finds in the urine. In the meantime, Nelson was charged with driving without proof of insurance.

Cigarette blamed for East Side porch fire

WINONA, Minn. – Firefighters extinguished a fire on a front porch as it was starting up a wall in the 100 block of East Howard Street – but only after unlocking the front door and letting out a barking dog. Except for the dog, which was in obvious alarm, nobody was home.  The fire originated in a plastic bucket on the porch and burned through floor boards and then up the vinyl siding and an under-layer of wood. When the homeowner arrived home, he said he had put out a cigarette in the bucket five hours earlier. At least he thought he had put it out.

Fools Five footrace earns $92,000 for cancer aid

LEWISTON, Minn. – The Fools Five, an annual April footrace, raised $92,000 for cancer research and patient financial assistance. There were 1,250 runners. Judy Hovelson, co-director, said $39,000 would go to offset medical and personal expenses in he region. Over the years the evet has raised $2.4 million. The 2024 leaders:

Winona Mall conversion delayed until 2025

WINONA, Minn. – Plans to convert Winna Mall into a regional special-education center have run into hitches. Deb Marcotte, executive director of Hiawatha Valley Education District, confirmed that the conversion now will take until Fall 2025. State and local approvals have taken longer than expected, Marcotte said. Hiawatha Valley originally wanted to be up and running at the Mall this school year. The sale will be finalized this month, Marcotte said. The District, a special education collaborative of 12 area school districts, has agreed to buy the Mall for $4.2 million. Once all signatures are on the bottom line, the District can begin Mall renovations.

District profile

The Hiawatha Valley Education District offers instruction for students with special needs from several counties. These services are required by state law, but many smaller school districts cannot afford the qualified staff to comply. They contract with Hiawatha Valley for the special-ed instruction. The District’s headquarters has been at 1410 Bundy Boulevrda on Winna’s Far East End, but operations are far-flung. The District’s special-ed teachers currently commute to outlying schools. Also some students are bused tothe Bundy Boulevard site in Winona. The plan: To consolidate the complex network at the Winna Mall.  The goal: To improve services and reduce costs.

Woman’s thigh injury leads to arrest

WINONA. Minn. – A Winona woman said her boyfriend whipped her with an elastic exercise band in a dispute over relationship issues. Arrested was Jeriah Timothy James Boardman, 22, of Winona. He denied any physical assault but acknowledged an argument, police said. Officers said they had seen marks on the woman’s left thigh and made the arrest. The incident had been in the 200 block of Olmstead Street.
