ELBA, Minn. — The driver and passenger in a small-wheel cab-enclosed all-terrain vehicle were injured when it overturned just out of town. A passerby told Winona County deputies that the driver was slumped unconscious over the steering wheel. His passenger, a woman, was lying on the ground. This was about 5:55 p.m. Both were taken 26 miles to a Rochester hospital. Their injuries were described as non-life threatening. They had been at an Elba establishment, deputies were told. Deputies understood that the driver, Daniel Neil Brown, age 35, of Stockton had reached to open a window for air at 42 mph. Blood was drawn at the hospital to determine what charges might be warranted.
