WINONA, Minn. – Police issued two tickets at a raucus party in the 300 block of East King Street. The host, Nathan Biever of Lake Elmo, was issued a citation for noise. One of the revelers who ran away as police arrived, Vincent Seils, 18, of McFarland, Wisconsin, was cited for underage consumption and fleeing. The bust was about 10:40 p.m.
