WINONA, Minn. –A routine traffic stop led to an arrest for a domestic abuse no contact order violation. Jamal Dior Ryan Steward, 30, of Winona, was booked at the county jail. Police said the car in which he was riding had been reported weaving and crossing the fog line. They stopped the car on Highway 43 coming into Winona at Homer Road.
