WINONA, Minn. — Police arrested an Illinois man, Lamel Vance Lillard, 40, after a brief pursuit in the Prairie Island area about 2 a.m. Police recommended a charge of fleeing police in a motor vehicle. Lillard’s driver license showed his address as St. Anne, Illinois, a Kankanee County village south of Chicago.
