WINONA, Minn. – Weather has delayed the start of heavy-duty construction of the Highway 61 and Mankato rotary intersection six days to May 25. State Transportation Department spokesperson Mike Dougherty said there is enough flexibility in the timeline for crews to catch up, again weather permitting. In all, four rotaries will be built, each completed in a sequence. The first phase starts near the Winona hospital.  Workers will close only one side street at a time, leaving access open to destinations.
