WINONA, Minn. — Frederick M. Naas, who built the Winona Agency into dominance in the local insurance business, died at home at age 89. After retiring from the insurance business jn 1989, Naas joined Winona State as the university’s comptroller. He was born in Winona but left to study business and economics at the Illinois Institute of Technology, Chicago. After college he returned to Winona to work at the Clark & Clark insurance agency. Eventually he moved into ownership and expanded the company dramatically in the 1970s and 1980s as the Winona Agency.. His civic involvement included the Winona Planning Commission, the Winona Port Authority, the Winona General Hospital Association, the Winona Industrial Development Association, the Chamber of Commerce, and United Way,
