ST. PAUL, Minn. — A four-term state legislator, Kaohly Vang Her, was elected mayor of St. Paul, defeating incumbent Melvin Carter. The margin, 47% to 45%, made Her the first woman and Asian-American to serve as mayor of Minnesota’s second largest city.
