WINONA, Minn. – The State Patrol and Winona County Sheriff’s Office recognized the 21st anniversary of Winona-based Trooper Ted Fosso their social media pages. It was on August 31, 2000, that Foss was struck by a passing truck during a traffic stop on Interstate 90 near Lewiston. The section where Foss died was renamed for Foss. The statee Legislature passed the Ted Foss Move Over Law that requires motorists to move over for emergency vehicles parked on the side of the road. The 21st anniversary gave the state Public Safety Department an opportunity to encourage motorists to be careful when approaching a stopped patrol car. From 2017 through 2020, the Patrol said, 89 of its squad cars were struck while parked. This year there have been 318 citations to motorists who’ve failed to move over.
