WINONA, Minn. — Downtown art gallery owner Jovy Rockey will be on the November ballot for mayor. Rockey received 1,637 votes, 39%, in the primary run-off. Less clear was who will have the other mayoral spot on the ballot.  Five-term City Council member Michelle Alexander received 1,248 votes, and Trinona marathon promoter Scott Sherman received 1,246 – virtually a tie with mail-in ballots not to be counted. Under Minnesota election law, only two primate election candidates can proceed to November’s general election ballot. When will the final tally be in? Secretary of State Scott Simon expects the count of mail-in ballots to be completed sometime Thursday. A distant fourth was man-about-town Ted Hazelton with 299 votes.
