WINONA, Minn. — The central part of of the new Mankato Avenue roundabout opened to morning commuters. More work, however, needs to be done, said state Transportation Department spokesperson Mike Dougherty. The East Lake Boulevard loop won’t be completed until the end of this week., he said. Also: Culverts, water mains, and erosion c-ontrol devices remain to be installed.
