DOVER, Minn. – Police laid a strip of spikes ahead of a fleeing truck to flatten all four tires, stop the vehicle, and arrest the driver. The truck, a a lightweight U-Haul rental, had been reported stolen in Michigan. Arrested was Demandre Tyshann Andrew Frazier, 26, of Las Vegas. The truck had been reported stolen in Battle Creek, Michigan. Four-hundred miles later — near Viroqua, Wisconsin — the driver stopped for gas and drove off without paying. Police spotted the truck headed west on Interstate 90 near LaCrosse and gave chase. The driver didn’t stop. Winona County deputies in Minnesota picked up the chase at Nodine. The driver still didn’t stop. Another 40 miles later, after several more attempts to stop the truck with spike strips, deputies used a low-speed contact maneuver with a squad car to slow the truck and force it onto another set of spikes. It worked.  Frazier was taken without further resistance. This was about 10:20 a.m.
