ROSEVILLE, Minn. — The public relations chief for Winona Schools, John Casper, was presented the Minnesota School Public Relations Association’s award for promising school communications professionals. The award comes with a $1,500 stipend to attend the association’s national meeting. Casper was nominated by Annette Freiheit, Winona Schools superintendent. Earlier he was with the Winona Daily News as sports editor, city editor and editor-in-chief.
