WINONA, Minn. – A 33-year veteran of the Winona police force, Tom Williams, was sworn in as chief in a ceremony outside the police station. Williams succeeds Paul Bostrack, who is retiring after 11 years. Bostrack praised Williams for “the energy, the drive, the knowledge and the experience” to move department into the future. In his comments Williams expressed appreciation to Bostrack over the years. Looking ahead, Williams acknowledged the new environment nationwide about excessive and even racist policing. “While we have an outstanding police department with employees who come to work every day and do the job, we know that we’re not perfect,” he said. “There is always room for improvement and we need to be open to scrutiny and be open to suggestions on how to improve our delivery of services to the public and to be transparent,” Williams said that police need to provide a level of service that makes everyone feel safe.
