WINONA, May 28, 2020 – At stake in the proposal to make Broadway a two-lane street with a central turn lane – as opposed to the current four lanes – could mean forfeiture of $3.4 million in federal and state grants. The city already has grants lined up the grants, but the grants, said City Engineer Brian DeFrang,are contingent on reducing Broadway ton three lanes for two miles from Sioux Street to Mankato Avenue. Alternatives, DeFrang said, could mean local tax dollars, perhaps $3 million, perhsaps more, would be needed for street repairs.
