WINONA, Minn. – Police arrested Michael Richard Zeller, 39, of Winona, for of violating a harassment restraining order. Reportedly he had sent text messages to someone he was prohibited from contacting. The arrest was about 7:15 p.m. in the 1600 residential block of West Fifth Street.
