WINONA, Minn. – Police arrested three persons riding stolen mountain bicycles on the West End about 3 a.m. Two persons, Phillip Edward Edmunds, 32, of Minnesota City, and Paige Kayleen Suchla, 30, of Winona, were charged with theft. The third person, Randon Lee Rusert, 41, of Winona, was charged with receiving stolen property. Edmunds, police said, also had witnessed the theft. The arrests were at Third and Mechanic streets. A trailer with bikes was stolen two weeks earlier. Police recognized the bikes from surveillance video.
