ROCHESTER, Minn. – Police Chief Jim Franklin credits his Violence Disruption Task Force for holding violent crime to only a modest increase in recent months. Despite staff shortages, The new internal unit has been instrumental in eight arrests and the confiscation of seven guns, he said. In a mid-year report, Franklin said a total of 23 guns have been seized. It has been a year of “proactive and aggressive response” against violent crime, Franklin said. He acknowledged, however, that there have been11 shootings, compared 10 a year earlier. What’s the secret? Franklin pointed to more community involvement. He also cited “relationally policing,” which makes a commitment to violent crime interruption a priority.
