ELBA, Minn. — Responding to a call about a vehicle off the road, deputies found a Utica woman wandering around. This was about 1:30 a.m. on Willow Road off Highway 74 near Whitewater State Park. Marcelino Quechulpa-Ayohua, 41, was arrested on suspicion of driving while intoxicated. Deputies said she had bloodshot watery eyes and slurred speech.
