WINONA, Minn. – The City Council voted to move the Second Ward’s First Precinct polling location to the Senior Friendship Center, which, although nearby, is actually outside the precinct. The Friendship Center best met COVID-19 safety requirements, said Second Ward Councilwoman Eileen Moeller. The goal, she said, was safety, not to discourage voting.
