LACROSSE, Wis. – After some late summer drought relief, southeast Minnesota and adjacent Wisconsin is abnormally dry again. The U.S. Drought Monitor shows Buffalo, Fillmore, Houston, Olmsted, Trempealeau, Wabasha and Winona counties are 84% abnormally dry category, up from 60% the previous week. Why so?
