WINONA, Minn. – A Milwaukee woman, Virginia Punitia Matagi, 21, was stopped for driving without taillights at 2 o’clock in the morning. The officer didn’t like what he saw in her eyes, which he said were not only watery but bloodshot. “Been drinking?” Well, she said, earlier in the evening but not too much to drive. “Show me.” She failed a field sobriety test. At jail she showed .10% — 20% above the legal limit. She was referred for fourth-degree driving while intoxicated. The stop was at Howard and Chatfield streets, just beyond the Hog Line.
