WINONA, Minn. – The call to the police dispatcher said men were jumping in and out of a truck in the Taco Bell parking lot on the West End and throwing junk around. This was about 12:30 a.m. When deputies arrived, the guys were gone, but a vehicle matching the description to the police dispatcher was spotted nearby. Deputies arrested Carter Wayne Falck, 19, of Decorah, Iowa. The tentative charge was driving under the influence.
