ELBA, Minn. – The 2,700-acre Whitewater State Park will be closed to visitors November 20 and 21 to make way for special deer hunt designed to prevent overpopulation. Tavis Westbrook of the state Natural Resources Department said overpopulation can start a domino effect that throws off a natural balance. Too many deer, for example, feed too much on certain trees and native plants and wipe them out, he said.
