WINONA, Minn. – Next Tuesday is election day in Minnesota, but Winona County will take a pass. There are no county, city or school vacancies that need to be filled mid-term. It’s not so elsewhere. Secretary of State Steve Simon, who supervises elections, said there are three times more School Board openings as usual statewide.
