WINONA Minn. — By happenstance cops ran across a woman wanted on a felony drug warrant. There she was, on the 1150 block of East Broadway on the Far East End about 11 p.m.. They recognuzed her and arrested her without incident. At the jailhouse the cops said they found that the woman, Janna Marie Chandler, 46, of Winona, was carrying 29 grams of meth. The new charge: FIfth-degree possession of a controlled substance.
