SARATOGA, Minn. – A spirited political activist posted a yard sign inviting motorists to honk if they supported his candidate. A neighbor didn’t like noise and called the sheriff. A deputy drove out to the bucolic and normally tranquil 28000 block of Highway 74. The partisan claimed his sign was constitutionally protected as free speech.
