WINONA, Minn. –A Winona man was arrested on a complaint that he violated a judge’s restraining order based on a harassment complaint. Richard Zeller, 39, was found near Third and Mechanic streets on the West End about 6:25 a.m. The new complaint was that he had texted an off-limits person on July 30 and July 31.
