No. 16. Shifting instructional modes  

The pandemic shut down most bricks-and-mortar classroom instruction. The Winona School Board struggled to maintain traditional instructional modes until county-level infection rates dictated a shift to online instruction, albeit a hybrid mix for some grades. the schools maintained their meal services through curbside pickup and neighborhood delivery. Hundreds of infections at the colleges turned campuses almost into ghost towns. Staff worked from home. As many classes as possible were reconfigured for online delivery.
