Several auto dealers, Bluff Country Co-Op downtown and Winona State University installed car charging stations in Winona. Another went in at the Whitewater Trave Plaza in St. Charles. Some are free. Bluff Country acepts donations. At Winona State there is a fee of 10 cents per kilowatt hour. In the country solar and wind farms were installed at a growing rate, in part because of tax incentives but also because of economies and concern for the planet.
