WINONA, Minn. – A Winona man, Jeffrey Lee Winegar, 57, was on the police dispatcher’s 911 emergency line to file a complaint with the sheriff’s office. He was told to call back on the non-emergency line because dispatchers could not transfer a 911 call. Then, say police, he called back again on the 911 line. And again. And again. And again. After five calls, he was cited for misusing the emergency line. The calls were in the noon hour.
