WINONA, Minn. – A Winona woman was arrested after asking a friend to make contact with a man she was barred legally from bothering. The charge: Violating a judge’s restraining order. Arrested was 58-year-old Michelle Lee Pepke. The man said he had received a phone call and a notes tacked on his door from a person acting at Pepke’s behest.
