WINONA, Minn. – With his blood-alcohol testing at 0.13% — 1-1/2 times the legal limit – police made he arrest. Jacob Kevin Koff, 34, of Winona, had been stopped in his car at U.S. Highway 61 and Huff Street about 1:20 a.m. for failing to signal.
