ROCHESTER, Minn. – Police issued an all-points bulletin for 21-year-old Ty’Jhuan Davis Anderson in a shooting death October 30 at an apartment complex in the Essex Park neighborhood of northwest Rochester. A warrant charges murder and attempted murder. Police evidence includes a fact that they, not yet aware of the shooting, had stopped Anderson in a car near the apartments about 3 a.m., the time of the shooting. Anderson, according to police, was “belligerent and appeared intoxicated.” They quoted him as claiming to have had been at a downtown bar before going to a party at the apartments. The police let him go to respond to the call about the shooting. Later in their investigation, police found Snapchat videos from the party with Anderson drinking heavily and brandishing a pistol. The gun, police said, was used in the shooting.
