WINONA, Minn. — Mayor-elect Scott Sherman hopes to generate more citizen enthusiasm for public service through the city’s municipal commissions. The interest in commission appointments has been weak, he said. Anyone who applies, he noted, is almost a shoo-in to be appointed. By luck, Sherman said, the city has had passionate people apply for commission seats, but, he added, the system would be stronger if appointments were more competitive. In an interview on radio station KWNO, Sherman said he had his eyes opened to the situation by a commission chair who told him, perhaps in overstatement, that his commission was toothless. Sherman said something needs to be done. “Commissions are supposed to be an avenue for people to get their opinions, their projects, their ideas to the Council to get them voted on,” Sherman said.
