WINONA, Minn. — Police arrested a man after a report of a bloody assault on Lafayette Street near the Winona Day Center. This was about 11:35 p.m. No children were at the center at such a late hour.  Arrested was Joseph Matthew Mason, age 25, of Burnsville, a south Minneapolis suburb. What Mason was doing 95 miles from home was uncertain. A 47-year-old man, at the scene and with blood on his face, told police that Mason punched for no obvious reason. Police said Mason appeared looped on drugs. He tried walking off despite a police command to stop, which constituted resisting arrest, police said. A second charge: Disorderly conduct.
