WINONA, Minn. — A Rochester driver survived the crash of her rolling car a third of the way up West Burns Creek from Winona to Witoka. Deputies said Chelsea Marie Hatwood, age 19, was unstable and showed signs of impairment. A roadside breath test showed her blood was 0.18% alcohol. Nothing more than 0.08% is allowed for driving. The accident was on a relatively straight stretch of County Road 17 near Cobblestone Lane.
