WINONA, Minn. — Police tried to stop a bicyclist for neither lights nor reflectors about 1:15 a.m., but he kept on pedaling. At the railroad crossing on Franklin Street, his front wheel caught the tracks at a twisted angle. He fled on foot, the officers in pursuit, also on foot. Matthew Joseph Marek, age 38, of Winona, didn’t explain his behavior. He was charged with fleeing police.
