GREEN BAY, Wis. – A former Tomah High School principal, who for years kept a sexually explicit photo of a Tomah boy on his cell phone, was sentenced in federal court to five years in prison. The case against David A. Hay, 40, recently of Brooklyn, New York, grew out of a 2019 police sting. Hay was charged with meeting at a Neenah motel with what he thought was a 14-year-old boy but who was actually an undercover police officer. When arrested, Hay still had photos of three boys in Tomah High baseball uniforms, one of them sexually explicit. He was charged with both enticing a minor and possessing child pornography. Hay pleaded guilty but, in effect, was sentenced only on the possession charge.

Hay profile

Hay had been principal at Tomah High School from 2011 and 2014. After Tomah he earned a doctorate in education from Harvard University. When arrested last December in Neenah, he was deputy chief of staff for the chancellor of New York City schools.
