The riverfront, once the province of sawmills, railyards and foundries, saw quantum steps as a playground and cultural asset. The city moved toward extending Levee Park hiking and biking paths all the way to East End. To the west came park grounds under the Interstate Bridge. The adjacent neighborhood sprouted fresh apartments. Ground was broken for the four-story Fastenal office building at the bridge. American Cruise Lines designated Winona for more riverboat cruise visits. A setback: The primely positioned Jefferson Pub & Grill didn’t survive the pandemic. Nor did nearby Betty Jo Byoloski’s.
