ROCHESTER, Minn. — Winifred “Winnie” Ceceilla Philipps, 88, of Rochester, who kept the family farm going in Winona County and raised five childen after being widowed in 1951, died at Samaritan Bethany nursing home in Rochester. She was known for a large vegetable garden with lovely flowers. She left the family farm in 1987 and moved to Rochester.
